I find incredible that with the world trying to reduce the CO2 emission, and in general conservation, this memorial will be using and enormous amount of energy in moving water, heating, and cooling, not counting the noise. I participated in the design of the Pentagon and WWII memorials and I know how relatives, friends and visitor in general would prefer a solemn and reflective place than a roaring and massive place. There are better ways to design a memorial with the relatives in mind and helping reduce the CO2 emission and costs.
